Premier League Clubs Vote on Financial Regulations: SCR and SSR Systems Approved

Premier League clubs have recently voted against the implementation of top-to-bottom anchoring (TBA) plans but have agreed to adopt a squad cost ratio (SCR) system. The TBA proposal, which would have linked club spending to the revenue of the league's lowest-ranked team from the previous season, faced strong opposition from several clubs, resulting in a vote of 12 against and seven in favor, with one club abstaining. On the other hand, the SCR system received majority support, with 14 clubs voting in favor and six against.
The decision to reject the TBA plans followed concerns raised by the Professional Footballers’ Association and player agencies, who had threatened legal action if the rules were implemented. Clubs also expressed their reservations about the imposition of strict spending limits. With the introduction of the SCR system, clubs will now be required to limit their on-pitch spending to no more than 85% of their football revenue and net profit/loss on player sales. Violating this threshold could lead to fines or sporting sanctions, such as point deductions.
In addition to the SCR system, Premier League clubs unanimously approved a sustainability and systematic resilience (SSR) measure. This framework consists of three tests aimed at evaluating a club's financial sustainability in the short, medium, and long term. Clubs will need to demonstrate their ability to cover current season costs, handle unforeseen financial fluctuations, and manage debt levels effectively. The SSR system is designed to align with Uefa's financial regulations and the objectives of the Independent Football Regulator.
The Premier League emphasized that the new financial regulations were developed in collaboration with clubs and various stakeholders to ensure effective implementation alongside Uefa's rules. The league aims to promote financial stability and resilience among its member clubs while addressing potential challenges in the football industry. The adoption of the SCR and SSR systems marks a significant step towards enhancing financial governance and accountability within the Premier League.
