Protecting Venezuelan Oil Revenues: U.S. Executive Order Safeguards Funds for American and Venezuelan Interests

President Donald Trump has issued an executive order that prevents U.S. courts from seizing Venezuelan oil revenues held in American Treasury accounts. The order, titled "Safeguarding Venezuelan Oil Revenue for the Good of the American and Venezuelan People," emphasizes that any attempt to seize the funds would pose a threat to U.S. national security and foreign policy. It clarifies that the funds belong to Venezuela and are not available to private creditors or judgment holders.

The executive order specifies that the United States will hold the funds in a custodial and governmental capacity, not as a commercial participant. This measure aims to prevent private creditors from using U.S. courts to seize the funds before the administration determines their intended use. The funds are currently held in U.S. Treasury accounts on behalf of Venezuela’s government and its state-run oil company, Petroleos de Venezuela, S.A., and are generated from oil sales and related transactions.

President Trump signed the executive order on the same day he met with top oil and gas executives at the White House. During the meeting, he announced that American energy companies plan to invest $100 billion to revitalize Venezuela’s oil infrastructure and increase production levels. This initiative comes in the wake of the capture of Venezuelan dictator Nicolás Maduro, as the U.S. aims to take control of Venezuela’s oil future following the collapse of the Maduro regime.

The efforts to reshape Venezuela’s oil industry are part of a broader strategy outlined by President Trump, with U.S. companies expected to have a significant role in the process. The administration is focused on rebuilding Venezuela’s oil sector and boosting production to record levels. By safeguarding Venezuelan oil revenues and facilitating investments in the country’s energy infrastructure, the U.S. aims to support the Venezuelan people and strengthen bilateral relations between the two nations.
