They introduced the Disrupt Explicit Forged Images and Non-Consensual Edits Act, also known as the DEFIANCE Act, which aims to provide victims of AI-generated deepfake porn with the ability to take legal action against the creators and distributors of such content. Ocasio-Cortez emphasized the real harm caused to victims by these digital images, highlighting the negative impact on women's careers, teenagers' school lives, and even children's safety.

Hilton shared her personal experience of having an intimate video of her circulated online when she was 19, emphasizing that it was not a scandal but an act of abuse. She expressed the lack of legal protection available to her at the time and the absence of appropriate terminology to describe the violation she experienced. Hilton stressed that what happened to her in the past is now happening to countless women and girls in a more alarming manner.

The press conference did not directly name Elon Musk's X or the AI chatbot Grok, but the urgency to pass the DEFIANCE Act was fueled by the AI agent's creation of sexualized images, including those of minors, in response to user prompts on X. This raised significant concerns and led to restrictions on Grok in some countries. While X has ceased generating sexualized images of real people when tagged on social media, the app still allows users to do so. Musk has warned that individuals using Grok for illegal content will face consequences similar to those for uploading illegal content.

Ocasio-Cortez highlighted the increasing prevalence of AI-generated explicit images of children, emphasizing the need for legislative action to protect victims of deepfake harassment. The DEFIANCE Act, which recently passed the Senate without objection, aims to empower victims to seek justice. The bill's progress in the Senate remains uncertain, but Speaker Mike Johnson expressed support for it.

Social media platforms have been shielded from legal liability for illegal content under Section 230 of The Communications Decency Act of 1996. However, the DEFIANCE Act seeks to address this issue and hold creators and distributors of AI-generated deepfake porn accountable. President Donald Trump signed the "TAKE IT DOWN Act" into law, which includes provisions to combat AI-generated revenge porn, with full implementation expected by May 2026.

Hilton's advocacy for legislation is not new, as she previously lobbied for a bill targeting abuse in residential treatment facilities for troubled teens. Her involvement in promoting the DEFIANCE Act underscores her commitment to addressing issues of abuse and exploitation. The collaboration between Hilton and Ocasio-Cortez reflects a shared dedication to protecting individuals from the harmful effects of AI-generated deepfake porn.
