US Air Force Pharmacist and Spouse Indicted for $3 Million Embezzlement Scheme
A US Air Force pharmacist and his spouse have been accused of embezzling more than $3 million from the Department of War to support their extravagant lifestyle, which included buying luxury vehicles and a mansion in Arizona. Staff Sgt. Richard Stefon Ramroop, 35, and Manuel George Madrid, 32, are facing a 12-count indictment for their alleged fraudulent activities between January 2022 and December 2025. Ramroop allegedly used his position at Davis-Monthan Air Force Base in Tucson, Arizona, to purchase medical devices with taxpayer funds, which were then resold for profit, resulting in a loss of over $3 million for the Department of War.
The couple received over $11 million in wire transfers and deposits from companies for the medical devices, which they used to acquire a million-dollar home in Tucson and several luxury vehicles. Their estate in the Tucson Mountains Neighborhood, purchased in January 2024 for $1.1 million, boasts four bedrooms, 4.5 bathrooms, a grand entrance, and a five-car garage. Madrid became the sole owner in May 2025 and sold the property for the same amount. Additionally, they bought a Porsche Cayenne Sport Utility Vehicle and a BMW i7 Sport Utility Vehicle, among other high-end cars, using the ill-gotten funds.
Authorities seized the vehicles and other assets through a search warrant on Jan. 15. The alleged scheme diverted critical resources from their intended purpose and undermined public trust, according to Arizona US Attorney Timothy Courchaine. The Air Force Office of Special Investigations, Homeland Security, IRS–Criminal Investigations, and other federal agencies conducted the probe into the couple's activities. Ramroop was arrested on Jan. 21, while Madrid was charged on Jan. 22. The charges against them include Conspiracy to Commit Theft of Government Property, Conspiracy to Commit Wire Fraud, Wire Fraud, and Money Laundering, carrying potential prison sentences of up to five, 20, and 10 years, respectively.
