While many congressional districts in Texas are undergoing changes, U.S. House District 21 will see minimal alterations for the upcoming 2026 primary election. Chip Roy, who secured the seat in 2018, continues to represent the district and has recently entered the Texas Attorney General race. The district encompasses Alamo Heights, Terrell Hills, parts of San Antonio’s North Side, and extends into the Hill Country, covering several counties.
In the U.S. House District 21 race, Kyle Sinclair withdrew from the competition, but his name will still be on the ballot. Another candidate, Dan McQueen, previously ran for Congress as a Republican and is now running as an Independent. Daniel Betts, a former candidate for Travis County District Attorney, is focusing on the U.S. House District 21 race, emphasizing the importance of water resources in the district.
Weston Martinez, a familiar name on the Bexar County ballot, is also in the running for the district. Peggy McCormick Wardlaw, who previously contested against Roy in the Republican primary, is back in the race this year. Former MLB player Mark Teixiera, endorsed by President Trump and Governor Abbott, is making his political debut in this election.
James “Trey” Trainor III, a first-time congressional candidate, brings his experience as a former general counsel for the Texas Secretary of State and the Texas Republican Party to the race. Other first-time Republican candidates include Jason Cahill, Jacques Dubose, Ezekiel Enriquez, Paul Rojas, Heather Tessmer, and Mike Wheeler. On the Democratic side, Kristin Hook, Gary Taylor, and Regina Vanburg are competing to be the first Democrat to win the district in nearly five decades.
If no candidate secures more than 50% of the vote in a race with three or more candidates, the top two contenders will proceed to the primary runoff on May 26.
