European Film Industry Funding: Insights on the Proposed AgoraEU Program

The European film industry can expect continued funding support under the proposed AgoraEU programme, according to EU commissioner Henna Virkunnen. While film funding is not ringfenced in the program for flexibility, there is an intention to increase overall funding to ensure resources for the film industry. The European Commission's proposal aims to maintain or potentially increase funding for the film industry compared to the current Media program.
Concerns have been raised by the film industry regarding the AgoraEU program, with over 5,000 filmmakers signing an open letter expressing their worries. The proposed budget for AgoraEU is larger than that of Creative Europe, but the funding scope is broader, encompassing news media and video games. The exact allocation of financial support for film and TV remains unclear.
Virkunnen, as the Executive Vice-President for Tech Sovereignty, Security, and Democracy, oversees the Creative Europe funding program. The Media strand of this program is a significant supporter of European films, with seven films in the Cannes competition this year being backed by Media. The AgoraEU's Media+ program no longer includes dedicated support for independent producers, leading to concerns that funding may favor broadcaster-backed groups.
While the AgoraEU program does not specifically target funding for indie producers, Virkunnen acknowledges the importance of independent producers in the film ecosystem. She emphasizes that competitiveness often stems from independent producers, who may offer more interesting content compared to larger organizations. The focus of the AgoraEU program includes how films can effectively reach audiences, addressing the challenges faced by film producers in accessing and engaging with audiences.
Discussions about the UK rejoining Creative Europe have not been actively pursued by the Commission, according to Virkunnen. However, the UK is recognized as an important cultural partner for Europe. In Cannes, Virkunnen met with film producers who had received Media funding, gaining insights into their experiences with the program and their aspirations for the future. Producers highlighted the significance of talented individuals, freedom of expression, and creative culture in the European Union, emphasizing the importance of supporting diverse creative ideas.
