Birmingham East Mayoral Development Corporation (MDC): Transforming Birmingham's Landscape with £11bn Regeneration

A new corporation, the Birmingham East Mayoral Development Corporation (MDC), has been approved by the government to bring £11bn of regeneration to Birmingham. The MDC aims to accelerate projects like the Sports Quarter in Bordesley Green, where Birmingham City Football Club is constructing a new stadium, by providing more direct control over planning and land acquisition. It is expected to support developments in Digbeth, Smithfield, and the city center, with the goal of creating 50,000 new homes and 20,000 jobs. This will be the largest corporation of its kind in the country and the most significant since the one established for the 2012 Olympic legacy plans in London.
Richard Parker, West Midlands Mayor, believes that the creation of the MDC will boost business confidence in investing in the city. The football club's purchase of a 48-acre site in 2024 led to the unveiling of plans for The Powerhouse, a new stadium, a world-class training center, a women's stadium, an arena, and a mixed-use development in the Sports Quarter area. The BMDC aims to expedite developments by offering powers such as business tax incentives and infrastructure funding.
The MDC's primary focus is to facilitate faster and smoother development processes, with the ability to acquire land, decontaminate sites, and streamline planning procedures. The project is ambitious and aims to create a new delivery vehicle dedicated to developing the sites efficiently. The MDC's establishment has been approved by various governing bodies to ensure the safety and security of the arrangements.
Joanne Roney, managing director of the city council, highlighted the high levels of deprivation in the Sports Quarter area and emphasized the MDC's role in creating pathways for skills funding and apprenticeships. The MDC will work towards connecting communities to job opportunities and addressing the area's socio-economic challenges. Covering an area equivalent to more than 600 football pitches, the MDC will oversee major regeneration projects, including the Birmingham Knowledge Quarter, HS2 Curzon Street Station, Smithfield development, and a creative industries hub in Digbeth.
