According to the Ombudsman's filed Information, Estrada is accused of amassing kickbacks from flood control projects in connivance with Bonoan and other DPWH officials. The allegations include unlawful demands and solicitations of funds from DPWH officials, as well as receiving commissions from various projects. The information suggests that Estrada and Bonoan facilitated the inclusion of commitments in the NEP, HGAB, BICAM, and GAA for fiscal year 2025. The case is ongoing, and the court's decision on the motions will determine Estrada's fate.
