Texas DPS Implements English-Only CDL Testing: What You Need to Know

The Texas Department of Public Safety (DPS) has implemented changes to the commercial driver license (CDL) testing process in the state. Starting June 1, all CDL and commercial learner permit (CLP) knowledge exams will be conducted exclusively in English. This adjustment is in line with the Federal Motor Carrier Safety Administration’s (FMCSA) requirements for English language proficiency among commercial drivers to ensure safe operation on Texas roads. Previously, CDL knowledge tests were available in both English and Spanish, while the hands-on CDL skills test has always been administered in English.
Applicants scheduled for CDL/CLP knowledge testing on or after June 1, 2026, must be prepared to complete all written and automated knowledge exams in English without the assistance of interpreters. Updated study materials and the Texas Commercial Motor Vehicle Driver’s Handbook are accessible for free on the DPS website to aid applicants in their preparation for the exams.
DPS personnel and certified commercial vehicle inspectors will continue to assess English language proficiency during routine traffic stops and at weigh stations to ensure drivers meet the necessary communication standards for on-road safety and compliance with federal regulations. Drivers who do not meet the proficiency standard will be placed out of service. These measures are part of the department’s ongoing commitment to enhancing road safety in Texas and nationwide.
