Tragedy at Winn Correctional Center: Calls for Reform in ICE Detention Facilities

A recent tragedy has occurred at the Winn Correctional Center in Louisiana, where Mamuka Artmeladze, a 43-year-old detainee from Georgia, was found unresponsive and later pronounced dead at a local hospital. This marks the second death at the facility in less than two months, raising concerns about the conditions and medical care provided to detainees. Artmeladze had been held at the facility for nearly four months and was one of over 1,500 male detainees at the center.
Artmeladze, who did not have a criminal record, had entered the country illegally and was allowed to remain under ICE supervision after being encountered by Border Patrol in September 2022. He was arrested in Alabama in February for not having lawful status to stay in the U.S. This tragic incident adds to the growing number of detainee deaths in ICE custody this year, with Artmeladze being the 19th detainee to die since the beginning of the year.
The previous death at Winn occurred on April 11 when Alejandro Cabrera Clemente, a 49-year-old detainee from Mexico, was found unresponsive during a security check. Despite efforts to resuscitate him, Cabrera passed away at the same hospital where Artmeladze was taken. The coroner determined that Cabrera died from natural causes related to cardiovascular disease, highlighting the medical challenges faced by detainees in ICE facilities.
An inspection report by the Department of Homeland Security’s Office of Inspector General revealed numerous violations at the Winn facility, including issues with environmental health, food service, medical care, and use of force policies. The report detailed unsanitary conditions such as water leaks, inadequate food storage, and deficiencies in medical record-keeping that could impact detainee health and safety. It also highlighted instances of excessive force by officers, further raising concerns about the treatment of detainees.
ICE has acknowledged the deficiencies identified in the inspection report and has committed to implementing recommendations to improve conditions at the facility. However, the deaths of Artmeladze and Cabrera underscore the urgent need for comprehensive reforms to ensure the safety and well-being of detainees in ICE custody. As scrutiny over ICE detention facilities intensifies, it is crucial to address systemic issues and prioritize the humane treatment of individuals in detention.
